PacificSource Statement on Recent Changes to Healthcare

The President has issued an executive order calling for changes in the individual and group markets and has signaled that the federal government will discontinue cost sharing reduction payments. See the full statement on our news page or blog.

Medicare Part D Materials Available Online 

The updated Medicare Part D creditability determinations and sample notices are available in the Employers>Forms and Materials area of PacificSource.com under Medicare Part D Notices.

This month, we are including our COBRA Determination Form for employers with your bill. Please complete and fax this form to your Membership Representative at the fax number on the form. Since this form requires that employees be counted in a specific manner for the current year, please take into account any expected employee changes for the next two months. We would appreciate the return of this form as soon as these numbers are available to you.

Allow Plenty of Time for Mailed Payments

Holidays and the end of the month are often busy times for post offices. If you mail your bill, please allow ample time for mailing to be sure it arrives to us before the end of your grace period, especially during these peak times.

Have you received an address change from an employee? If so, please be sure to forward the new information along to us. This will help ensure your employee receives important information, such as our Explanation of Benefits statements. We offer multiple ways to update addresses:

  • The Enrollment Change Form: Note address changes on the Enrollment Change Form, which is the last page of your billing statement, and then mail or fax it to your Membership Representative. Your Membership Representative’s contact information is listed on the first page of your statement.
  • Email: You can email the change to your Representative. Please include your group name and number in the body of your email. 
  • Online: Update addresses online through our secure website portal, InTouch for Employers.

Making Premium Payments in Person

When making a payment in person at one of our offices, please bring your payment coupon. Presenting your coupon will help ensure we have all the information we need to process your payment. Checks or money orders are gladly accepted (no cash payments please).

Do You Have New Waived Employees?

Please review the Waived Employees section (if you have one) of your billing statement. If you have new waived employees (eligible employees who have declined coverage), be sure to send us their waiver forms. In addition, if any of the waived employees on the list have terminated, please notify us as soon as possible.

Benefit Matters Moving to Email

Benefit Matters is changing from print to an email format, which will allow more flexibility for providing you with PacificSource information. For your convenience, you can also download a PDF of this and other recent issues from PacificSource.com. See Employer Newsletters.

No action is required on your part. The new Benefit Matters will be sent to the email address we have on file for you. However, please note the email will be sent through a third party service called Constant Contact. You may need to add the email sender to your “white list” or contact your technology staff.
Billing and enrollment messages will continue to be included with your billing statement.

Allow Extra Time for Your Electronic Payments

If you use an online bill payment service, please be sure to schedule your payments well in advance of when they are due. Most online bill pay services actually make your payment by mailing us a check, which adds to the time it takes for a payment to reach us—as much as a week. Also, please be sure your group name and number are referenced with your payment, so we can identify your payment. This number is listed on the payment coupon portion of your statement, under Group #.

Enrollment Change Form Asks for Term Information

We’ve made some updates to the Enrollment Change Form that is attached with your monthly billing statement. In an effort to better meet federal and state guidelines, we need to collect more information about coverage terminations for your employees or their dependents. We ask that you please begin providing the last date the employee worked, as well as checking the box for the reason that best describes why they are being terminated. Please feel free to contact your Membership Representative for more information.

Tobacco Cessation Outreach Calls

We all know it’s difficult to quit tobacco, but it's easier when there is someone who can help. The Quit For Life® Program has helped thousands of people, including PacificSource members, take control of their lives and their health by quitting tobacco. Beginning soon, program representatives will place personal calls to members who have indicated on their health assessment through CaféWell that they use tobacco. Representatives will tell these members about the program and invite them to participate.

CaféWell Health Portal Coming April 1

Beginning April 1, 2015, your employees will have access to CaféWell, a health engagement portal that provides a variety of health and wellness resources for members to identify and achieve their health goals while earning rewards. This new platform will replace our current health engagement platform, WebMD® Health Manager. If your employees are currently using WebMD, they will not have access to their WebMD account as of April 1. If your employees would like to obtain their WebMD health record, they can visit PacificSource.com/member/health-manager for details. Watch for more information about CaféWell, coming soon!

As an employer, you’re probably aware of the annual CMS requirement to provide notice to your employees before Medicare open enrollment begins on October 15. However, there is another important CMS requirement employers often overlook. If you provide prescription drug coverage, you are required to make an annual CMS disclosure. Allow Extra Time for Your Electronic Payments

If you use an online bill payment service, please be sure to schedule your payments well in advance of when they are due. Most online bill pay services actually make your payment by mailing us a check, which adds to the time it takes for a payment to reach us—as much as a week. Also, please be sure your group name and number are referenced with your payment, so we can identify your payment. This number is listed on the payment coupon portion of your statement, under Group #.

Please Pay as Billed – Even If You Have Changes

To ensure your account stays current, we ask that you pay the amount you are billed each month even if you sent us changes that are not reflected in the current bill. Please report any enrollment changes, so we can adjust your next month’s billing. If we do not receive the billed amount after 15 days, we will notify you that your bill is past due. Please feel free to contact your Membership Representative with any questions.

Remember to Enclose Coupon with Payment

Please enclose your billing statement coupon anytime you make a payment, along with coupons for each subgroup if you are paying for multiple subgroups. Also, please write your group ID number (the number that begins with a “G”) on your premium check, as well as your group name if it is not already on the check. This will enable us to apply the payments correctly. Thank you for your assistance.

COBRA Determination Form Enclosed with Statements Again

Last month, we inadvertently omitted COBRA determination forms from some billing statements. To ensure everyone receives this important form, we’ve enclosed it again this month.

If you already received the form and have returned it, thank you! If not, we ask that you please take a moment to complete it, and fax it to your Membership Representative at the fax number on the form. Since this form requires that employees be counted in a specific manner for the current year, please take into account any expected employee changes for the next month. We would appreciate the return of this form as soon as these numbers are available to you.

Please Double-check Enrollment Forms for Completeness

As you’re getting enrollment forms ready to send to us, please take a moment to double-check that the forms are complete. This will help ensure your forms can be processed without delays caused by missing information. Also, please be aware that form processing typically takes 3-5 business days. In addition, during our peak months of December and January the turnaround can be a little longer.

The updated Medicare Part D creditability matrix and sample notices will be available this month in Employers > Forms and Materials, under Medicare Part D Notices.

Special Enrollment Period for Those with COBRA and Oregon Continuation Coverage

CMS recently announced a new special enrollment period for individuals and families currently enrolled in COBRA continuation coverage. Through July 1, 2014 only, they can shop, compare, and choose from a variety of health insurance plans in the exchange marketplace. If they qualify, they can also take advantage of a tax credit to lower their health insurance costs. The state of Oregon and Cover Oregon are offering the same opportunity to people on state continuation coverage. We will be sending a notice to our COBRA and OR continuation members in mid-June. Enrollment Changes? Please Complete and Return Your Change Form

If you have any enrollment changes, please complete and return your enrollment change form (located on the last page of your billing statement) as soon as possible. If an employee or dependent is adding coverage, you must also include their enrollment application. Please include your group name and number if it is not already listed on your application. Fax the form and new applications to the attention of your Membership Representative to the fax number listed on the form, or mail them to:

  • Idaho and Montana: PO Box 5679, Boise, ID 83705.

Please allow at least five days for application processing.

InTouch Offers Online Payment Option

Did you know you can pay your bill online? Log in to InTouch for Employers to pay your bill with our eCheck option and review your eCheck payment history. Not registered for InTouch? It’s easy to get started. Click the “Register Now” link, which you’ll find under the InTouch login button in the right column. Once your registration is processed, you will receive an email message indicating that your new user ID has been activated.  

Making Premium Payments in Person

When making a payment in person at one of our offices, please bring your billing statement payment coupon. Presenting your coupon will help ensure we have all the information we need to process your payment.

Do You Have New Waived Employees?

Please review the Waived Employees section (if you have one) of your billing statement. If you have new waived employees (eligible employees who have declined coverage), be sure to send us their waiver forms. In addition, if any of the waived employees on the list have terminated, please notify us as soon as possible.
