PacificSource Health Plans Addresses Marketplace Issues with Policy Extensions

Oregon individual policyholders can keep their plan through March, small groups through 2014

(SPRINGFIELD, Ore.)— In response to early Affordable Care Act implementation issues, PacificSource Health Plans will offer its Oregon customers the option of keeping their existing health plans into 2014. The Springfield-based health insurer will allow its individual policyholders to renew their existing policies and premium rates through March 31, 2014, giving them three additional months to seek federal tax credits and enroll in coverage through the Cover Oregon state exchange. In addition, its small employer clients will be allowed to renew their existing group health policies through December 31, 2014, before moving to an Affordable Care Act-compliant plan.

“We were concerned that some of our individual customers might need more time to evaluate all their options, see if financial assistance is available, make an informed decision, and enroll in new coverage,” said Ken Provencher, President and CEO of PacificSource. “We believe that given the unique situation in Oregon, allowing individual policy renewals through March 31 is the right thing to do. And whether our members opt to keep their existing plan during that time or not, they can rest assured they’ll continue to have health insurance coverage.”

In compliance with Oregon regulations, in September PacificSource mailed its individual policyholders notice that their current policies would be discontinued at year-end, and they would be transitioned to new Affordable Care Act-compliant plans. Policyholders also received information on tax credits and options for finding new coverage through Cover Oregon.

In a notice distributed by mail and email to its Oregon individual policyholders, PacificSource is announcing that members can opt to renew their current individual coverage and premium rates through March 31, 2014. Members can take advantage of that opportunity by opting in by December 12; those who don’t will automatically be moved to a new ACA-compliant plan effective January 1. For its Oregon small group policyholders, the insurer is issuing a notice of renewal option that will be sent with a renewal rate quote and renewal confirmation form; employers also have until December 12 to opt in.
