PacificSource Health Plans Names New Director of Actuarial, Underwriting, and Analytics

Eugene, Ore. – Victor Paguia has joined PacificSource Health Plans as director of actuarial, underwriting, and analytics. He joined the executive leadership team of the Eugene, Oregon-based health insurer on November 10.

Paguia has more than 30 years experience as a health insurer actuary, including positions as director of research and development at The Regence Group in Portland, and senior vice president and chief actuary of Celtic Insurance Company, based in Chicago. Paguia holds a master of science degree in actuarial science from Northeastern University in Boston, Massachusetts and a bachelor of arts degree in mathematics from Ateneo de Manila University, Manila, Philippines. He is a member of the American Academy of Actuaries, and fellow of the Society of Actuaries.

“Victor is a critical strategic addition to our team,” said Sujata Sanghvi, executive vice president and chief operations officer of PacificSource Health Plans. “Victor's experience in small and individual products will be especially helpful as we expand those offerings and work to meet the challenges specific to those markets in Oregon and Idaho.”

In his new position, Paguia will provide strategic oversight for the pricing of the organization’s health plan products. His responsibilities include developing strategic initiatives to ensure competitive and cost effective provider pricing, risk evaluation, and actuarial analysis.
